Quantitative evidence presented in this report demonstrates that total public agricultural research and development (R&D) spending in South Asia has risen considerably since 2000. This trend was largely driven by India, which has the highest investment levels and strongest human resource capacity in agricultural research South Asia by far (in terms of absolute size, average qualification levels of researchers, and the scientific outputs they produce).

Agricultural research investment and human resource capacity in Bangladesh have grown considerably in recent years, largely as a result of increased government and World Bank funding.

Despite this growth, Bangladesh still only invested 0.38 percent of its AgGDP in agricultural research in 2016—well below the level needed to address multiple challenges, including rapid population growth and severe climate change impacts.

Key Trends

Mauritius invests a significant share of its AgGDP in agricultural research (4.82 percent in 2016). Total spending (adjusted for inflation) fluctuated over time but remained fairly stagnant during 2010–2016.

The creation of FAREI in 2014 through a merger of FARC and AREU represented a reassessment of research priorities to address the country’s financial and human resource constraints. FAREI is primarily funded by the government, supplemented by limited donor and project funding, and revenues from the sale of goods and services.
